Rule changes that could affect Chelsea when Champions League resumes next month

UEFA have announced a number of rule changes ahead of the Champions League return next month.
The governing body announced last month that the 2019/20 Champions League will end with a mini “round of 16” mini-tournament in Lisbon in August.
The quarterfinals and semi-finals will be reduced to one round compared to the standard two-round format, with matches starting August 12 and the final taking place on August 23.
Fans will not be allowed to attend matches under current conditions, but UEFA President Aleksander Ceferin admitted “things are changing quickly” during a briefing last month.
And now UEFA has confirmed that the unplayed round of 16 second leg will either take place on the club’s grounds or at a venue they assign.
Teams can also register a maximum of three new players from “List A”, but each team is still limited to 25 players from List A and players must have already been registered and eligible to play for the club at the national level since. February 3.
And like in the Premier League, teams will be able to make five substitutions per game, but will only be allowed to make those changes with three points remaining.

These three rounds do not include changes at half-time, between the end of normal playing time and extra time, and at half-time during extra time. An additional substitution may also be authorized during extra time.
A total of 23 players will be allowed on a team sheet for matches instead of 18, which is usually only allowed for the final.
Chelsea and Manchester City are still alive in this season’s competition and have yet to play the second leg of their respective round of 16 against Bayern Munich and Real Madrid.
